XMaLpha Technologies selected to Manage the Oregon
Bill Drafting System Project
FOR IMMEDIATE RELEASE: XMaLpha Technologies has been awarded a contract
to provide consulting services, technical, project management, facilitation,
mentoring and knowledge transfer expertise for the Oregon Legislature’s
Technology Transition Program. Commenting on the announcement, Devan Shepherd,
CEO and Chief Technical Officer of XMaLpha, stated, "Designing a replacement to
legacy Bill Drafting technology in the Legislative domain, is a complex and
highly specialized task. While each State’s business rules, procedures and
conventions are unique, XMaLpha can draw on its experience, lessons-learned, and

overall project management, XMaLpha will offer general consulting, assist with
the construction of structural data models, and help the State of Oregon Team to

new systems for the State of Kansas Legislature
XMaLpha Technologies has been awarded a contract to
provide consulting services, project management, training, and implementation
expertise to the State of Kansas Legislature in support of its Strategic
Legislative Information Systems and Architecture Project. Please see

XMaLpha Technologies to Continue Automating the State of
Minnesota Legislature
XMaLpha Technologies has been awarded an 18 month contract renewal to
provide consulting services, training, programming, database design, and
implementation expertise to the Minnesota Legislature as part of its ongoing
automation efforts. Consultants at XMaLpha have helped design and build a
completely automated bill drafting solution in Minnesota which is slated for a

XMaLpha Acquires XML Planning Group

As
part of its ongoing expansion into specialized practice areas, XMaLpha
Technologies, a full-service consulting and training company, today announced
the acquisition of XML Planning Group [http://XMLPlanning.com].
XML Planning Group has provided vendor-neutral analysis, design, education,
systems integration, and implementation of solutions that employ
structurally-rich XML documents, primarily in the US State Legislative
marketplace. XMaLpha Technologies is a successful premier provider of
full-scale, XML solutions for a variety of private and public clients.
XMaLpha Technologies, formerly having a 1/3 interest in XML Planning Group, and
considerable experience in Legislative automation of its own, will continue to
offer services with a focus on authoring, storage, legacy conversion, XML
encoding, engrossment, and multi-channel publishing of complex legal and
legislative documents. The acquisition will provide Legislative clients with
complete access to XMaLpha Technologies' extensive resources in the areas of
.NET, Java, and other interoperable technologies.

Devan Shepherd, CEO/CTO of XMaLpha Technologies will
present at the annual NALIT Convention
[05 Oct, 2005] NALIT (National Association of Legislative Information
Technology) is a special interest staff organization of the National Conference
of State Legislatures (NCSL). Each year, NALIT provides a Professional
Development Seminar hosted by members of one of the States that belong to NCSL.
In 2005, the conference will be hosted by the State of South Dakota and the
annual seminar will be held in Rapid City, SD. Devan Shepherd, XMaLpha's CEO and
Chief Technical Officer, will present a 1/2 day XML Tutorial session discussing
